Prague - Czech Social Democrat (CSSD) chairman Bohuslav Sobotka has started post-election government negotiations with a meeting with Christian Democrat (KDU-CSL) chairman Pavel Belobradek, this morning and he will also meet the ANO 2011 movement head, billionaire Andrej Babis this afternoon.
Sobotka said the meetings are rather courtesy ones and that real post-election negotiations will only start after November 10 when he wants the CSSD central executive committee to definitively resolve the situation after first deputy chairman Michal Hasek attempted to strip him of influence on government coalition formation.
The CSSD did win the recent early general election, but with 20.5 percent of the vote, which is much less than expected. Its plan to form a minority government with Communist support (KSCM) has faded away.
The CSSD, ANO and KDU-CSL could form a coalition that would have 111 out of 200 seats in the Chamber of Deputies.
"I said it is meaningless to negotiate with a party that cannot confirm that it really has the votes of all its lawmakers and that they will vote unequivocally," Belobradek said on Czech Television (CT).
He said the KDU-CSL would not like to form a government with the CSSD that would be supported by ANO 2011.
Belobradek said one of the considered alternatives is a CSSD minority government supported by the KDU-CSL and ANO, or a coalition of all three political parties.
Sobotka said it is to be regretted that post-election negotiations are delayed by the problems within the CSSD.
"It is necessary that the CSSD put its matters in order and that it can negotiate as a united party," Sobotka said.
He said he will talk with Babis about whether ANO 2011 will be in government, or whether it will only support Social Democrats.
Sobotka said he would also like to start a debate on tax policy.
Sobotka said negotiations with the KDU-CSL will probably be simpler than with Babis´s movement because the former is a standard political party and that the CSSD has experience with it in regions.
ANO must prove in the years to come that it is a stable political grouping, Sobotka said.
Sobotka will propose to the CSSD board on Thursday a new composition of the government negotiating team.
The CSSD´s team is to meet Civic Democrat (ODS) deputy chairwoman Miroslava Nemcova next week and the KDU-CSL also wants to meet TOP 09 representatives.
The ODS and TOP 09 were partners in the previous centre-right government, but both of them suffered losses in the elections while the ODS´s defeat was much bigger.
The KDU-CSL and ANO 2011´s negotiating teams are to meet on Thursday.
